City Data Alliance

Bloomberg Cities Network

External evaluation of the Bloomberg Philanthropies City Data Alliance

The Bloomberg Philanthropies City Data Alliance (CDA) partners with leading mayors and municipalities across the Americas to strengthen local government capacity to use data and artificial intelligence. Through executive education and tailored coaching, CDA helps cities enhance operational efficiency, design innovative public services, and achieve better outcomes for residents—from improving access to healthcare and expanding affordable housing to reimagining waste management systems and addressing homelessness.

CDA provides a comprehensive suite of supports that enables mayors and their senior leadership teams to more effectively leverage data for decision-making, system transformation, performance measurement, and transparent communication of results.

Over the past three years, our global evaluation team has worked with cities across North, Central, and South America to conduct both real-time and impact evaluations of the City Data Alliance. Real-time insights have allowed the network to make agile adjustments to program design and delivery, while the impact evaluation has deepened understanding of the Alliance’s influence on mayors, city teams, residents, and the broader field of government innovation.
